A sinister shadow of intrigue, violence, and seduction follows Sam Harris wherever he turns in this historical whodunit. Set in Pittsburgh of 1937, when payola, union-busting, and graft were the rules of the political game, the film follows Harris, a down-at-the-heels con artist, as he desperately tries to navigate a web of lies covering the mysterious murder of his police officer brother. The trail of deception leads Harris into the seediest sections of Pittsburgh's most blighted districts as well as to the homes of some of the most powerful men in America. Harris must move quickly if he is to uncover one of the most venomous government conspiracies in American history, without becoming its next victim.
